The Government of Canada is currently making a new law, Bill C-63: the Online Harms Act.
The main goal of this law is to create a regulatory regime to hold social media services
accountable for reducing exposure to harmful content on their platforms.
In this Bill, harmful content is defined as content that sexually victimizes a child or
revictimizes a survivor, intimate content communicated without consent, content used to
bully a child, content that induces a child to harm themselves, content that foments
hatred, (Note: In our legal system, a child is any person under the age of 18.)

Grades 7 to 12, cellphones will not be permitted during class time unless explicitly directed

For this assignment, you will write a critical commentary on Bill C-63 and Ontario’s banning
on cellphone use in classroom. Your imagined audiences are school administrators,
educators, policymakers, parents, and students in grades 7 to 12. It should demonstrate
your perspective as a young user, who lived through your middle school and high school
years before these policy and legal tools were developed.
Please use the following instructions to guide your writing:
1) you discuss whether these regulations are adequate for achieving their stated goals,
while upholding teenagers’ freedom of expression, privacy rights, and other human rights?

2) use some personal examples to reflect on your own experiences as a teenager. For
example, you may discuss how smartphones and social media affected your learning

3) you conclude your commentary by proposing one or several policy recommendations
that your former middle school or high school can implement to support students’ learning

4) throughout the commentary, explain your arguments and policy recommendations by
